Foreword “ Everyone should have the opportunity to learn martial arts” The key objective of the International Centre of Martial Arts for Youth Development and Engagement under the auspices of UNESCO (ICM) is building competency and encouraging social engagement of youth and women through martial arts. Physical activities including martial arts empower a society to move toward the achievement of shared goals and help practitioners acquire crucial life values. Well-organized martial arts programmes instill sound values and lessons in youth, developing their ability to confront difficulty and problems faced not just by themselves but also the people around them. The ICM runs a host of programmes to ensure that these values learned from martial arts can be passed down to youth and women through effective education. In 2023, the ICM’s focus was to build its foundation through the provision of martial arts education to the socially marginalized and expand its partnerships with related organizations and bodies. The ICM spent the year developing and disseminating methodologies of martial arts instruction to target women and people with disabilities, who are often excluded from such education, and offering training programmes for martial arts instructors in Korea to create a training environment guaranteeing equal educational opportunities to all. The ICM also held its first workshop for women martial arts instructors in Africa, discussing the means of sustainable martial arts education for youth and women on the continent. It also awarded a prize for martial arts education to recognize and spread best practices in such training. In November 2023, the ICM jointly hosted a seminar with the UNESCO Regional Office in Bangkok (UNESCO Bangkok) on improving martial arts policy for youth development. At the ICM’s Model UNESCO Conference, undergraduates and graduates proposed and discussed numerous ideas for the success of Fit for Life, a key UNESCO programme, based on video lectures contributed by UNESCO. And since 2017, the Open Martial Arts School has sought stronger partnerships with institutions abroad to raise public access to more effective education in martial arts. This annual report describes the ICM’s activities in 2023. We express our deepest gratitude to everyone who participated in our activities and for their generous and consistent support. Part.2 ICM’s footprints in 2023 Part.2 ICM’s footprints in 2023 2023 Martial Arts Research Initiative for Experts (MARIE) 2023 International Martial Arts Academic Seminar 2023 UNESCO ICM-UNESCO Bangkok International Martial Arts Seminar 15 Korean martial arts instructors attended the 2023 MARIE programme to develop and disseminate methodologies in martial arts instruction for women and develop more inclusive training environments. The curriculum and texts were based on the online educational course Inclusive Martial Arts Platform jointly developed in 2020 by the ICM and IT TRALEE (now Munster Technological University, a UNESCO chair university), with the addition of games and programmes for use in the field and updates reflecting the latest circumstances and legislation in Korea. MARIE utilized the flip learning method, a reverse teaching methodology for enhancing overall achievement, by operating online prelearning classes followed by advanced in-person activities, including discussions and assignment solving with lecturers. This event was jointly hosted with UNSECO Bangkok under the theme “Enhancing Martial Arts Policy for Youth Development .” To ensure deep discussions and debates, this year’s seminar was expanded from the usual three sessions to six, and took place over two days. Those in attendance were around 70 martial arts and youth policy experts from UNESCO Field Offices , the Korean National Commission for UNESCO, institutions operating UNESCO Chairs programmes, and UNESCO Category 2 Centres. Part.2 ICM’s footprints in 2023 Publication of ICM Periodicals (ICM News) ICM Periodicals Published online four times a year, ICM News shares the ICM’s latest activities, best practices in martial arts around the world, and expert columns with approximately 1,000 subscribers in and outside of Korea. This year, participants in ICM programmes were interviewed on their experiences and stories with martial arts instructors and participating youth in the field. Through ICM News, the ICM develops and spreads the social and educational significance of martial arts and strives to add more best practices for attaining the UN Sustainable Development Goals (SDGs) through martial arts. While the camp was held online due to the COVID-19 pandemic in the previous two years, this year’s edition was a five-day offline event in Chungju, Chungcheongbukdo and Seoul. Youth participants from eight countries took part in physical activity to learn new martial arts, team assignments, cultural exchange, and lectures on global issues to develop leadership qualities and raise intercultural understanding. The programme aimed to share the social and cultural significance of martial arts and initiate discussions on the potential roles of youths in resolving global problems. Part.2 ICM’s footprints in 2023 Global Youth Martial Arts Academy This year’s academy ran for five days with 21 international students residing in Korea to provide them opportunities to learn universal values of martial arts and boost their sense of community as global citizens. The participants were accompanied by six Korean programme facilitators named “buddies” throughout the programme. Following the opening ceremony and participant introduction on the first day, the academy hosted diverse lectures on martial arts and sports. Also, the participants had the chance to learn different forms of martial arts, followed by Korean crafts and food making sessions. Lastly, the participants shared their ideas on how to improve the existing ICM programmes as part of team activities. Of female participants 62% Awards ceremony Korean food preparation Part.2 ICM’s footprints in 2023 Model UNESCO Conference (MUNESCO) This year’s Model UNESCO Conference, which was held for four days with 49 undergraduates and graduates from 12 countries, had the theme “Building International Solidarity for the Successful Implementation of Fit for Life.” The conference is based on the format adopted by the UNESCO General Conference and Intergovernmental Committee for Physical Education and Sport (CIGEPS), comprising debates on topics followed by drafting and adoption of resolutions. On the first day, participants were shown a Fit for Life lecture by the Sports Sector of UNESCO HQ and experienced taekkyeon. Following debates and discussions, two final resolutions were adopted. The Conference was acknowledged as a valuable opportunity for participants to experience international conference culture and accumulate knowledge on the Fit for Life programme and sports as a means for progress and peace, as well as learning to express and coordinate their opinions to produce a joint conclusion. Part.2 ICM’s footprints in 2023 2023 7th Martial Arts Open School Since 2017, the ICM has run the Martial Arts Open School to empower youth and women in marginalized areas of the globe, stimulate interest in martial arts, and expand each country’s foundation for martial arts education. This year’s programmes attracted 660 youth from five countries. Curricula tailored to each nation were developed by consulting NGOs, universities, and Korean Cultural Centers with a wealth of experience in youth and women’s education. Martial arts training and lectures on topics like gender equality and non-violence allowed the young participants to boost their physical, emotional, and social abilities. The ICM hosted the African Martial Arts Conference from 2018 to 2022 in accordance with UNESCO’s global priorities, and the networks formed with experts and martial arts practitioners through the Conference provided the basis for this year’s inaugural workshop. Martial arts experiences and talks built leadership capacity in the operation of martial arts gyms and instruction of youth. Part.2 ICM’s footprints in 2023 UNESCO ICM Martial Arts Education Prize Since 2021, the ICM Martial Arts Education Prize has been awarding individuals, institutions, or organization, creating positive social changes through martial arts education, disseminating best practices, and promoting advances in such education. 39 applicants from 24 countries competed for the prize in 2023, with the winner being the Brazil-based NGO Luta Pela Paz. Founded in 2000, the NGO has made substantial contributions through martial arts education for youths leveraging their “life championship” methodology; operation of martial arts alliances to support other martial arts institutions and train new leaders; and publishing of manuals and guidelines to increase female engagement and empowerment through sports. The prize was given at the African Women Martial Arts Leaders Workshop’s opening ceremony, followed by a talk for participants to learn about best practices in martial arts education and gain lessons from Luta Pela Paz’s experience. To this end, the Centre conducted basic online and literature reviews of 300 martial arts worldwide, and annually studies martial arts by region. Following last year’s report South Asian Martial Arts: Connecting the Past, Present and Future, the ICM did an indepth study of traditional martial arts in Iran and Türkiye (Turkey). By collaborating with martial arts institutions in both countries, the names of martial arts, their origins and histories, training systems, and key techniques were comprehensively researched. ICM reports on world martial arts can be viewed on the Centre’s official website. Part.2 ICM’s footprints in 2023 Governing Board Meetings (ordinary sessions and meetings in writing) Decisions ICM’s key agenda are made at the 17th Session of ICM’s Governing Board (Ordinary Session). This meeting was the first offline since the COVID-19 pandemic broke out, with 8 of 14 Board members (directors and an auditor) in attendance.
